• any project that does not involve either a British or a Japanese element

• general appeals

• sponsorship and marketing appeals

• commercial projects

• capital projects

• open ended funding agreements

• school, college or university fees

• commissions for works of art

• retrospective grants

• replacement of statutory funding

• promotion of religious or political causes.
